The 2.0 DTD is by no means the final word on HTML markup tags. A 3.0 DTD was already under discussion before 2.0 was completed. Due to the broad range of ideas and opinions about what should be included in the 3.0 DTD, and the delays involved in approving 2.0, the standards committee known as "the HTML working group" decided to back away from the 3.0 concept. Ultimately, they decided to publish individual standards instead of an entire collection of standards, to speed the passage of those that were already well underway, and to keep more controversial elements from slowing down passage and acceptance of less controversial ones.
